French Quarter, Downtown and the Garden DistrictThe French Quarter is always there to greet you like a long-lost friend. Even after 15 years of visits, there is always some excitement. The crowds were much thinner than before and many of the stores are gone. Looting was the standard after the flood. Before you pass judgement, just remember that these people were trapped without food, water or help. You can't condone stealing merchandise from stores, but food, water and other liquids were fair game. Because it is the highest part of the city, there was little flooding. The Garden District was in similar shape, and the mansion where we were married was still operational.
